HISTORICAL
BACKGROUND OF THE COLLEGE
The Federal College of Education (Special), Oyo known at its
inception as Federal Advanced Teachers College for special education
was established on 5th October, 1977.
The founding principal.
Mr. C.C. Azodor, was replaced soon after the opening by an
Acting Principal Mr. G.O. Talabi, who administered the college from
1978-1980. Later in
1980, Dr. O.I. Onwuegbu became the first Provost until 31st
May, 1987.
Professor C.A. Bakare was appointed as the Provost on 1st
June 1987 under the dispensation of Presidential appointment of
Provosts for all Federal Colleges of Education.
In 1994 Dr. T.C. Obani became the Acting Provost till
February 1996. Professor
Taoheed A. Adedoja was appointed as the substantive Provost of the
College on 8th February, 1996 by the Federal Government.
He assumed duties in the College on 21st
February, 1996. He resigned his
appointment in October, 2002 having served the College meritoriously
for a period of six (6) years. Mr. B.R. Ismaila was appointed the
acting Provost by the Governing Council of the College on 1st
November, 2002 while Dr. E.A. Aromolaan was appointed the substantive Provost of the College
on 1st February 2003. Dr E.O Adeniyi, the current chief executive
was appointed the substantive Provost on 20th August, 2007 and has
since assumed duty Initially,
the College started off with five departments with 55 students and
15 members of staff drawn largely from the Federal Public Service
Commission. By the end
of Dr. O.I. Onwuegbu’s administration the members of staff had
increased to 37 with a population of about 900 students.
The institution, according to a UNDP/UNESCO
1996 report (NIR/87/008)” …. Has the best qualified staff in
special Education not only in Nigeria but in West, North, East and
Central Africa”.
The College produced its first set of
graduates in June, 1980 and has since produced over 6000
graduates awarded the Nigeria Certificate in Education.
In accordance with the Federal Government’s
decision to locate the permanent site of the college at Oyo town,
97,425 acres of land located in Akinmorin was acquired.
The college began phased - movement to its permanent site in
1988 and completed its total movement in 1996 under the
administration of present Provost, Professor Taoheed A. Adedoja.
Prior to its movement to the permanent site, the college was
at its temporary site located at the Anglican/Methodist Grammar
School, Ajagba, Oyo.

THE
COLLEGE PHILOSOPHY
The College was established to produce
Nigeria Certificate in Education (NCE) graduates and its programmes
are essentially, among others to:
n
Provide training for future teachers of the
handicapped and gifted at the primary and secondary levels of
education.
n
Undertake a thorough investigation, through research,
of peculiar needs of the handicapped schools in the Nigeria society.
n
Encourage the training of serving teachers through
part-time studies so as to upgrade their skills etc.

OBJECTIVES
The aims and objectives of the college,
therefore include:-
n
To encourage the production of special education
specialist who would become teachers in the handicapped schools in
Nigeria.
n
To act as catalysts, through research, on new methods
of teaching etc. in special education area and
n
To offer to the general public such public services
that would be of benefit to the society.
The curriculum of the college evolved
through a series of workshops organised by the Department of Special
Education of the Institution itself; Department of
Special Education, University of Ibadan, Nigerian Educational
Research council, as well as the reports of consultants in Special
Education.
The structure of the curriculum is based

CHAIRMAN OF THE GOVERNMENT COUNCILS
The first Governing Council of the
College was constituted in 1989/90 and the chairman was Professor
G.O.M. Tasie, then Deputy vice Chancellor of University of Jos.
Another Council was constituted for Colleges of Education by the
President, chief Olusegun Obasanjo in year 2000. The College
Governing Council was chairmaned by Senator Ayantayo Ayandele.
THE PHILOSOPHY WHICH INFORMED THE
ESTABLISHMENT OF THE COLLEGE
Government believes that the handicapped
citizens in the society should get as much
attention as the ‘normal’ citizens in the area of
education, so that the handicapped would be able to equally develop
their potentials and contribute their quota to the development of
the country.
The objectives of the College derive
legitimately from the needs already identified and outlined in
section 8 and 9 of the National Policy.
In this regard, the primary function of the College are as
follows:-
To arouse in the potential special
education Teacher such genuine interest in special education as
would enable him to appreciate and resolve problems appertaining
to the education and integration of handicapped children into the
society.
To train teachers to give necessary and
appropriate education to individual who need special help in order
to make maximum use of the educational opportunities provided by
the nation.
To sensitize the trained-teachers to
the incidence and causes of the various types of handicapped
situations.
To promote such value, attitudes and
interests consonant with advancing the nation’s capacity to
accommodate the various handicapping situations.
To provide trainee-teachers with
adequate academic foundations necessary for students to benefit
form the specific Special Education courses offered by the
college.
To provide teachers with the
appropriate cognitive, effective and psycho-motor skills
appropriate for helping and teaching the various types of
handicapped children in primary, secondary and teacher education
institutions.
